Dr. Tim Cullen

Biography

Tim Cullen is the founder of the Oxford Programme on Negotiation and teaches at the Saïd Business School, University of Oxford. He is an experienced practitioner and educator in the field of negotiation, having taught programmes in over 20 countries. From 1999 to 2024, Tim served as Chairman of TCA Ltd, where he provided negotiation governance and risk management programmes globally and advised various governments and entities. TCA played a key strategic advisory role with the World Commission on Dams and the Commission on Growth and Development. Tim spent 21 years at the World Bank, including positions as Head of the Bank’s External Affairs in Europe and Chief Spokesman at the Washington headquarters. He has also served as an advisor to the IMF, Asian Development Bank, UN Secretariat, and various governmental organizations. Tim is the founder and Executive Director of the Small Countries Financial Management Centre (SCFMC), a charitable organization committed to building capacity in the financial sector of small states. His pro bono work for SCFMC earned him the title of Member of the Order of the British Empire (MBE) in 2014. Currently, he chairs the Isle of Man – St Vincent and the Grenadines Education Programme (ISEP), a charity founded in 2022. Tim holds an MA from Trinity College, University of Dublin, and has extensively written about issues of development, governance, and negotiation, particularly regarding the Western Balkans and Brexit. He has appeared on BBC Radio 4's programme "The Bottom Line" in 2016 and 2017, and his writings have been featured in various publications, including Foreign Affairs, Daily Telegraph, and Prospect magazine.
