Biography

Tim Higgins is an Associate Professor in Actuarial Studies and Associate Dean (Research) at the Australian National University, College of Business and Economics. He is a fellow of the Institute of Actuaries of Australia and has been actively engaged in research focusing on income-contingent loan (ICL) theory applications, specifically in policy analysis and model development for existing and proposed schemes. His research interests encompass financing tertiary education, applied policy development in areas such as paid parental leave, mature-aged training, and sustainable farming, as well as demographic modelling, financial literacy behaviour, and retirement policy. Tim's work has been funded by the Australian Research Council’s Linkage Projects and has appeared in top peer-reviewed journals including Economics Education Review and Plos. He has contributed directly to the parliamentary government agenda and industry practices and has been recognized with awards for his contributions, including the ANU Vice-Chancellor’s Award for Public Policy Outreach. He teaches various actuarial statistics courses and received the Vice Chancellor’s Award for Excellence in Teaching in 2005.
