Biography

Timothy Meyer is a distinguished professor of international business law at Duke University School of Law. His expertise encompasses international law, focusing particularly on international trade, investment, environmental law, and U.S. foreign relations law. He serves as the co-director of Duke Law’s Center for International and Comparative Law and is an elected member of the American Law Institute. Meyer's scholarly work examines the factors influencing the design, implementation, and evolution of international legal institutions, as well as the role of constitutional separation of powers in U.S. foreign policymaking. His research areas include public policy exceptions within international trade agreements, the interaction between international and local rules, energy subsidies, and the role of local governments in free trade agreements. He has authored and edited various influential publications, including the forthcoming "Goldilocks Globalism" with Andrew T. Guzman and "International Law and Behavior" with Harlan Grant Cohen. Prior to his appointment at Duke in 2022, he directed the International Legal Studies Program at Vanderbilt University Law School and taught at the University of Georgia School of Law. Meyer has also served as an attorney-adviser for the U.S. State Department’s Office of Legal Adviser and clerked for Justice Neil M. Gorsuch of the U.S. Court of Appeals for the Tenth Circuit.
