Dr. Todd Gilmer

Biography

Todd Gilmer is a Professor in the Herbert Wertheim School of Public Health and Human Longevity Science at the University of California, San Diego. He obtained his Ph.D. in economics from the University of Washington in 1997. His research primarily focuses on health insurance and risk adjustment, examining the cost-effectiveness of diabetes care and mental health services. Dr. Gilmer has specialized in research design and data analysis, utilizing large datasets from Medicare, Medicaid, commercial health plans, and national surveys. He has developed innovative diagnostic models to adjust health insurance premium payments for Medicaid and Medicare enrollees. His investigations include studying the determinants of declining health insurance coverage, the efforts of states to improve coverage, and the impact of Medicaid programs. He has also co-developed programs aimed at diabetes and depression care management in community health settings. Additionally, he analyzes the quality and financing of mental health services, the adherence to medications among individuals with schizophrenia, and the cost-effectiveness of supportive housing for homeless adults with serious mental illnesses. As a leader in health services research, he provides data analysis and performance monitoring to local health services departments.
