Biography

Tom Mullen studied law at the University of Glasgow (LLB, 1980) and Harvard Law School (LLM, 1981). He has served as a lecturer in public law from 1983 to 1992, a senior lecturer in law from 1992 to 2003, and became a professor of law at the University of Glasgow in 2003. Throughout his career, he has been a convenor on the board for the Legal Services Agency, which is a community-controlled law centre, and worked as an expert adviser for the House of Commons Select Committee on Scottish Affairs from 1996 to 1997. His research interests encompass Constitutional Law, Administrative Law, Administrative Justice, and Housing Law, particularly focusing on the Scottish constitutional question and issues surrounding Scottish independence and devolution. He is a founder member of the Scottish Constitutional Futures Forum and is currently researching the implications of Brexit on the UK constitution, for which he was jointly awarded the Professor David Heald Impact Acceleration Award. He has published extensively and contributed to leading works on landlord-tenant law. Additionally, he is actively involved in discussions about administrative justice and has supervised numerous PhD candidates in constitutional and administrative law.
