Biography

Tom Overmans is an Associate Professor in Public Administration at Utrecht University School of Governance (USG). His role combines academic research with active engagement in teaching and departmental governance, including being a member of the department's management board. He is the Director of Undergraduate Education, where he shapes and renews the bachelor curriculum. His focus extends to knowledge transfer, encouraging the formation of students' thinking and professional conduct. Together with colleagues, he develops educational programs that enable students to understand societal issues, imagine alternative approaches, and actively contribute to change. Overmans' academic research centers on decision-making in public administration, particularly regarding financial contexts and how institutional and behavioral factors shape the judgement and actions of politicians and civil servants. He also conducts research on meaningful academic education, consistently seeking to connect academic rigor with societal relevance. Overmans is an active member of various international research communities, including the International Research Society on Public Management (IRSPM), the European Network for Public Administration (ENPA), and the Public Management Research Association (PMRA).
