Biography

Victor Belitsky received an M.Sc. degree from the Moscow Telecommunication Institute, Moscow, Russia, in 1977, and a Ph.D. degree in experimental physics from the Institute of Radio Engineering and Electronics, USSR Academy of Sciences, Moscow, USSR, in 1990.
