Biography

Professor Wei Cui joined the law faculty at the University of British Columbia in 2013. His research writing spans a wide range of topics including tax law policy, international taxation, tax administration compliance, tax development, value-added tax, and tax spending policies targeted at the labor market. His current research projects examine the evolution of international tax design as part of the post-WWII international economic order and the design of tax subsidy policies aimed at combating climate change and supporting innovation. Wei's recent book, Administrative Foundations of the Chinese Fiscal State, published by Cambridge University Press in 2022, offers a systematic study of Chinese taxation and discusses the lessons that China's successful revenue-raising efforts hold for developing countries. He also co-authored, with Schenk Thuronyi, Value Added Tax: A Comparative Approach (2nd ed., Cambridge University Press 2015). Additionally, Wei was a visiting professor at New York University School of Law in fall 2022 and has held visiting appointments at Michigan, Columbia, and Melbourne Law Schools. Before becoming a full-time academic, Wei practiced tax law for 10 years with leading global law firms in New York and Beijing, including serving as Senior Tax Counsel at the China Investment Corporation from 2009-2010. He has also served as a consultant for China’s National People’s Congress, the Ministry of Finance, the State Administration of Taxation, and the United Nations.
