Dr. Huang received B.S., M.S., Ph.D. degrees in radio physics from the School of Electronic Information at Wuhan University, Wuhan, Hubei, China, in 1995, 1997, and 2001, respectively. He completed an M.Eng. and a Postdoctoral Fellowship in electrical and computer engineering at Memorial University, St. John's, Newfoundland, Canada, from 2004 to 2007. He worked as a Design Engineer at Rutter Technologies from 2008 to 2010 and joined the Faculty of Engineering and Applied Science at Memorial University in 2010, receiving early tenure promotion to Associate Professor in 2015 and promotion to Full Professor in 2019. His research interests encompass mapping oceanic surface parameters using high-frequency ground wave radar and X-band marine radar as well as Global Navigation Satellite Systems (GNSS). He has published more than 250 research papers and teaches courses in engineering mathematics and electrical engineering. Dr. Huang has served as the Technical Program Co-chair for the IEEE Newfoundland Electrical and Computer Engineering Conference (NECEC) from 2012 to 2013, and he is an Associate Editor for IEEE ACCESS and on the Editorial Board for the Remote Sensing journal. He is a member of the American Geophysical Union and currently serves as a senior member of IEEE.
