Biography

Xavier Lemaire is a Senior Research Associate at the UCL Institute Sustainable Resources, having joined in 2018 after previously being part of the UCL Energy Institute from 2011 to 2018. Lemaire was a research fellow at the Centre Management Regulation at Warwick Business School from 2005 to 2011 and a Marie Curie Research Fellow at the Centre for Research on Ethnic Relations at the University of Warwick from 2003 to 2004. Currently, Lemaire serves as a co-investigator on a small UKRI research project focused on critical minerals value chains, with fieldwork planned in Zambia, and also explores hydro-politics, notably the Lesotho Highland Water Project. Lemaire has been the principal investigator for projects funded by the Global Challenges Research Fund, including research on energy democracy in African countries and the conflict of territorial identities in relation to large water projects in sub-Saharan Africa. Between 2013 and 2018, he acted as principal investigator for international research projects related to sustainable energy transitions in Africa. His academic journey includes a PhD focused on decision-making processes in large infrastructure projects, drawing links to the colonial history of French Guiana. Additionally, he has worked as an independent consultant on rural electrification and energy efficiency programs.
