Biography

Joining the faculty of Georgia Tech, James Tsai worked as a senior research scientist at the GIS center for 10 years. In 1997, he led a research team that worked with GDOT pavement engineers to successfully develop and implement a large-scale Oracle GIS-based pavement preservation management system for GDOT, effectively preserving and managing 18,000 centerline miles of highway over the past 20 years. The series of models and programs developed by Dr. Tsai focuses on pavement condition data acquisition, prioritizing annual pavement preservation projects, treatment determination models, cost models, and performance forecasting, optimizing long-term system performance, and successfully implementing these in GDOT's Office Maintenance, resulting in a positive impact on their operations. He received the Innovation Award for GIS-enabled Ship Recognition - Innovation Research Grants Transportation Security in 2007 and was named a Chinese Chang Jiang Scholar in 2009, receiving international recognition for his work in pavement preservation management using sensing and information technologies.
