Dr. David Metcalf

Biography

David Metcalf is an Emeritus Professor of Industrial Relations at the London School of Economics and Political Science (LSE). He has previously served as a visiting professor at Princeton University and the Australian National University. His research primarily focuses on the economic impact of unions, pay systems, and employment structures. At LSE, he has been the Director of Labour Market Enforcement, where he plays a crucial role in ensuring the enforcement of minimum standards, including the national living wage and regulations surrounding employment agencies. He chaired the Migration Advisory Committee, which provides insights on priority shortage occupations in relation to immigration economics, and was a member of the Senior Salaries Review Body from 2009 to 2015. He was a founding member of the Low Pay Commission from 1997 to 2007 and has been recognized for his contributions to the field, being awarded a CBE in the 2008 New Year Honours and a Knighthood in the 2013 Birthday Honours. Metcalf is an Academic Fellow of the Labour Employment Relations Association and has expertise in areas such as trade unions, industrial conflict, alternative dispute resolution, low pay, and performance-related pay.
